CAMPAIGN COORDINATOR--Housing First!--Request for Proposals to Act as Campaign Coordinator--- The leadership of Housing First! seeks a qualified individual or consulting firm or team to act as the day-to-day Coordinator of the coalition. Housing First! Affordable Housing for All New Yorkers is a public interest coalition that includes a broad array of organizations from major lending institutions and foundations to community and civic organizations, corporate, labor and religious institutions to local nonprofit developers and housing advocates. The goal of Housing First! is to secure adequate resources from city, state and federal sources to significantly address the need for decent affordable housing in our city and state. Over the last six years Housing First! successfully influenced the Bloomberg Administration to announce and implement an ambitious $7.5 billion, 165,000 home affordable housing program. More recently, Housing First! has developed a New York State $13 billion, 220,000 home housing policy platform. We are now working closely with the new Spitzer administration and other New York State leaders to increase our state’s investment for affordable housing. The Director will work with the Directors of Citywide Planning and Environmental Planning to manage the environmental reviews of HPD projects. The Director will be responsible for determining the type and level of review required, the City and State agencies and regulations involved; participate in the creation of requests for proposals for the services of environmental consultants; conduct field visits; meet with consultants prior to Environmental Site Assessment investigation services; review consultant reports; and work with agency staff to provide site and environmental contamination information to inform site selection and planning process. The Director will: Provide day-to-day project management on all environmental projects and work efficiently to meet project deadlines; Interface with the Director of Citywide Planning for guidance on division policies and procedures and project schedule and deadlines; Supervise the review and analysis of City Environmental Quality Review (CEQR) and Federal Environmental applications, ensuring that they are complete and accurate and adhere to environmental policies, technical standards and other planning considerations; Oversee environmental staff and work with other agency staff and applicants to provide technical assistance in the preparation, review and submission of applications; Coordinate the review of environmental applications with other government agencies; Coordinate inter- and intra-agency technical reviews, review and analyze environmental applications and prepare environmental determinations and other letters and memos; Communicate effectively with management, staff, and the public; Assign projects, monitor the status of office projects, and evaluate staff performance; Represent the agency at intra- and inter-agency committee meetings, public forum; and Perform related duties. Candidates with Masters in Urban Planning or Environmental Planning are strongly preferred. PREFERRED SKILLS: 1. Thorough knowledge of City Environmental Quality Review, State Environmental Quality review, and National Environmental Policy Act regulations, procedures and practice. 2. Thorough knowledge of zoning, land-use planning, and urban renewal requirements. 3.Familiarity with CEQR Technical Manual methodologies and procedures particularly for traffic, parking, pedestrian and noise. 4. Familiarity with New York City government and housing issues. 5. Ability to supervise staff and negotiate with diverse technical specialists. 6. Demonstrated ability to deal with sensitive, complex environmental planning issues internally and externally. QUALIFICATION REQUIREMENTS: 1. Baccalaureate degree from an accredited college and four years of satisfactory experience in city planning. 2.
